Am downloading latest java 2 runtime from Sun (8Mb, over ISDN, takes 20mins or so) and needed to send an email, and Cix's email servers are quite fussy about checking / senging email in a timely fashion (they're usually bad enough when they have the full 8K bytes/sec link to themselves) . And have Agent downloading from news server in the background as well.
Wonder what this QoS stuff is all about...
