how does one make an animated gif?

Paintshop Pro has an animation extra. I don't know about the trial version though. I'd have thought that there'd be public domain or shareware utilities to do the job from a bunch of images, as it's not exactly a difficult file format.

Used something with a timeline, Flash I think...
